Relatives As Parents Program [RAPP]
Alabama RAPP Project Director: Dr.
Wilma J. Ruffin
Alabama RAPP State Coordinator: Alison
Couch
Why is There a Relatives As Parents Program
in Alabama?
The number of children raised by grandparents
and other relatives is rising across the nation. According to
2000 U.S. Census data, 10.1% of children in Alabama are raised
by a grandparent or other relative; some counties in Alabama
have rates as high as 20%. In response to these staggering statistics,
the Urban Affairs New Nontraditional Programs Unit of the Alabama
Cooperative Extension initiated a program called Relatives As
Parents Program. The program objectives addressed three areas:
support groups for relatives raising children, creating community
awareness in regards to the issue of grandparents and other relatives
raising children, and coordinating efforts between various state
and federal agencies to initiate state legislation that addresses
issues grandparents and other relatives raising children. [more]
