QUESTION:  
How can a water utility tell whether lead has built up in scales within its distribution system?
ANSWER:  
The only practical method is visual inspection for presence of scaling followed by sampling and chemical analysis of pipe scales that do exist. This means either removing a section of pipe or harvesting scale from a pipe at some access point for total chemical analysis.
