QUESTION:  
From where do most water losses within a utility distribution system occur?
ANSWER:  
Most losses occur either from main line leaks, storage tank overflow, burst pipes (sometimes from freezing), improperly opened drains, or system blowouts and other intentional flushing. The rest is lost due to inaccurate (or no) metering, or unauthorized use. This type of loss, called apparent loss, has tremendous financial impact upon suppliers, because it represents services rendered with no payment recovered.
