QCP LISTS - WHO IS QUALIFIED TO SERVE AS A QCP UNDER ADEM AFO/CAFO RULES?

ADEM recognizes USDA-NRCS as an authority on “practices that meet or exceed NRCS technical standards and guidelines”. As such, USDA-NRCS has an official Technical Service Provider (TSP) program where individuals are trained and approved to act for NRCS in providing conservation assistance under these guidelines. These individuals are designated as “TSPs” and, as such, meet ADEM requirements for serving as QCPs for Alabama farmers under the AFO/CAFO Rule.

QCPs may be identified using the NRCS TechReg website CNMP Technical Service Providers approved by NRCS . For nutrient management QCPs, select categories CNMP Plan Developement - Nutrient Management or CNMP Plan Developement - Total Plan.  USDA-NRCS also has a number of Memorandum of Understandings (MOUs) with nationally and internationally recognized professional societies to provide training for individuals to qualify as TSPs for USDA-NRCS.

MOUs with the following four groups within the American Society of Agronomy (ASOA) qualify their "Certified" members as TSPs:

Locate one of these Certified Specialists to serve as a QCP under the ADEM AFO/CAFO Rule at ASOA - Find A Professional . To find a specialist qualified to serve as an Alabama QCP using this search page, select AL as the “State” and CCA as the “Certification” and the “official” list of Alabama CCAs will be produced. Any CCA on this list should be accepted by ADEM as a QCP. Either of the other ASOA specialists (CPAg, CPCS, CPSS) listed by AL search should also qualify as a QCP.

For an engineering QCP for structural inspections, using CNMP Technical Service Providers approved by NRCS, check resumes of individuals listed for CNMP Development – Manure & Wastewater Storage & Handling for a current Alabama Professional Engineer (PE) registration. In addition to the USDA TechReg website, the local or state NRCS offices may also be a good source for locating an Alabama registered PE with waste management experience that would qualify him/her as a QCP for any required structural inspections. The current Alabama PE registration of an individual may be checked at AL PE License Search but this does not show the area of professional practice.
